Mr. President Designate, distinguished delegates, my name is Marjorie Kauffmann and I am State Secretary for Environment and Infrastructure for the State of Rio Grande do Sul, in Brazil.
I am delivering this statement on behalf of the LGMA Constituency, representing the voice of subnationals in the UN climate change processes.
We celebrate the milestones achieved at COP30 – and local and other subnational governments stand ready to translate them into concrete implementation.
Research shows city climate commitments could close 37% of the gap between current NDCs and a Paris-aligned trajectory. Research also shows that 73% of state and regional governments have concrete transition plans to support the Paris Agreement.
The forthcoming IPCC Special Report on Climate Change and Cities will provide an important scientific foundation for this work. SB64, at the midpoint between COP30 and COP31, is the moment to move subnational governments from recognition to resourcing. The Constituency calls on Parties to ensure that the operationalization of decisions taken in Belém is inclusive of subnational governments across three priority areas.
On climate finance: Parties can strengthen climate implementation by advancing a multilevel finance architecture that unlocks additional channels of finance and enables all levels of government to contribute fully to national climate goals.
On just transition: the Constituency calls for the formal inclusion of subnational governments in the governance of the Just Transition Mechanism from the outset, embedding a whole-of-government approach in its design.
On a Multilevel Cooperative Dialogue: we call on Parties to create a systematic, joint space for national and subnational governments to address implementation barriers — including climate finance, technology transfer, and capacity-building — in response the IPCC SR-Cities and as part of the Second Global Stocktake.
The Constituency looks forward to engaging constructively across all agenda items and stands ready to support Parties in delivering an ambitious and inclusive outcome in Bonn.
