LGMA statement at SB64 Closing Plenary

The LGMA Constituency is here on behalf of local and other subnational governments representing cities, towns, states and regions around the world.

Over the past two weeks, the LGMA engaged positively with Parties across many tracks including the Mitigation Work Programme, Just Transition Work Programme, Climate Finance Work Programme and Veredas Dialogue, Global Stocktake Dialogue and other special initiatives from the COP30 and COP31 Presidencies. 

We welcome the 2035 goals announced by the COP31 Presidency at SB64, especially the goal to reduce energy intensity by 25 percent in cities for resiliency, efficiency and better preparation for the future.

We welcome Party support for the key role subnational governments play in advancing just transitions and their calls for a stronger collaboration across different levels of government. Looking towards COP31, we wish for an ambitious outcome for the Just Transition Mechanism that can deliver for communities and workers, and we are ready to actively contribute to the future work under the Mechanism by facilitating multilevel dialogue,  bringing local expertise, data, practical lessons and subnational leadership to bridge implementation gaps.

We appreciate the acknowledgement across all negotiating themes toward implementation and the elevation of the Global Action Agenda via the Global Implementation Accelerator. Subnational governments can support the implementation on many themes, particularly, on resilient cities, zero waste and circularity, energy transition and food security.

Ahead of GST 2.0 and the forthcoming IPCC Special Report on Climate Change and Cities, we hope the GST reflects the impact of subnational action in closing the emissions gap, considers formal spaces for subnational engagement, and engages non-party stakeholders and rightsholders using the successful model of the first GST.

We believe success for the global climate agenda means harnessing the vital role local and other subnational governments play in driving more ambitious, and inclusive and place-based climate action. We look forward to working with you to do this towards COP31 and beyond.
