My name is Champa Patel, from the Under2 Coalition and I will speak on behalf of the Local government and Municipal Authorities (LGMA) constituency.
We’d like to start with thanking the UNFCCC Secretariat and COP30 Presidency’s leadership for moving swiftly on the agenda here in Belem across all negotiating items.
In terms of our question – we would welcome the Secretariat’s advice on the feasibility of a dialogue on multilevel and cooperative action between Parties and subnational authorities in the UNFCCC process?
Throughout the last week or so, we have seen growing recognition of this reality. More than any other COP, Parties have tabled the importance of local and subnational governments as implementers or as part of any credible NDC response plan.
Our concern is that the Draft Global Mutirao text released this morning makes no reference to multilevel climate action. We believe it is important to have a framework through which our contributions and actions can be counted and reflected within the process.
The dialogue we are pushing for can facilitate the UNFCCC response to the IPCC Special Report on Cities due in 2027 and serve as an input to the Second Global Stocktake in 2028.
Which takes me to my second question. Where will this flagship report be discussed with parties without such a dialogue in place?
Subnationals and Parties working together on the causes and consequences of climate change, are already improving the effectiveness of climate action.
We believe COP30 is a key opportunity to turn the UNFCCC’s vision of unity across all levels of government into a more sustainable and impactful mechanism for global climate action.
Local and subnational governments stand by to support this work. We believe, together, we can continue to drive progress.
