Mr. President, distinguished delegates,My name is Rafael Fonteles, Governor of State of Piaui in Brazil.
I am delivering this statement in my capacity as the President of Consorcio Nordeste, on behalf of the LGMA Constituency, representing the voice of subnationals in the UN climate change processes.
Across the world, we are witnessing a global increase of both climate disasters and responses.
Global subnational community welcomes the Mutirao spirit of COP30 Presidency and has come to Belem with a united voice.
Last week in Rio, thousands of Mayors and Governors have announced what they can offer as solutions to national leaders.
These include good practices for multilevel collaboration in national climate plans such as those under CHAMP initiative or innovative Town Hall COPs, accelerating mitigation and adaptation actions through localised finance and deepening partnerships.
Endorsed by hundreds of networks of local and regional governments, the LGMA Position is formulating how these solutiuons can be translated into COP30 negotiation documents.
And Cities and Regions Hub at COP30 Blue Zone will be the space where we will exchange and advance.
All these efforts converge for one concrete goal; COP30 in Belem must lay the foundation of a strong legacy for multilevel and urban collaboration in the new era climate action.
This Belem legacy will enable UNFCCC community to welcome IPCC Special Report in Cities in 2027.
Ultimately, this Belem legacy will ensure multilevel collaboration and urbanization is fully connected into the new climate implementation through a holistic, integrated work programme under the UNFCCC by start of the 2nd Global Stocktake in 2028.
At COP30 in Belem, towns, cities and states of the world are ready to help nations turn this new page.
