The Cities & Regions Hub at COP30

With its roots in the legacy of the Multilevel Action & Urbanization Pavilion, the Cities & Regions Hub served as the central platform for cities, regions, and their partners during COP30. Co-convened by UN-Habitat and ICLEI, and hosted by the Ministry of Cities of Brazil, the Hub was the focal point for the LGMA Constituency in Belém. It elevated the role of subnational governments as key actors in the COP process and anchors their contributions to the global climate agenda.

Cities & Regions Hub’s agenda

This inclusive platform brought together cities, towns, regions, and representatives from the LGMA Constituency, as well as individuals and groups dedicated to supporting local and subnational actors in playing more substantial roles in achieving the goals of the Paris Agreement. The Hub featured events by a diversity of partners from around the world.

The Cities & Regions Hub is co-convened by ICLEI – Local Governments for Sustainability, in its role as the focal point of the Local Governments and Municipal Authorities (LGMA) Constituency, and UN-Habitat (The United Nations Human Settlements Programme). The Hub was hosted by the Ministry of Cities of Brazil and supported through our partners.

The global stage for cities and regions at COP30

The Hub was designed as the home for multilevel climate action “in action” – a space where mayors, governors, ministers, negotiators, civil society, and experts came together to connect local realities with global negotiations. Its goal was to bridge the gap between what happens inside negotiation rooms and what happens in cities, towns, and regions around the world.

The program highlighted four interconnected themes:

  • Strengthening multilevel collaboration for ambitious climate action, including mechanisms such as CHAMP and Town Hall COPs.

  • Mobilizing finance to accelerate sustainable and resilient cities.

  • Leveraging biodiversity, with a special focus on the Amazon, to advance climate and nature-based solutions.

  • Advancing adaptation and resilience through urban action.

Through two weeks of programming, the Hub featured high-level dialogues, technical sessions, interactive exhibits, and daily briefings connecting subnational actors to the negotiations. A dedicated networking zone offered opportunities for collaboration, co-creation, and informal exchange.

Mutirão neighbourhood

The Brazilian Presidency has called for a Mutirão Global – a collective effort to accelerate climate action. The Neighbourhood for the Urban Mutirão, Water and Infrastructure answered that call.

This interconnected neighbourhood of four pavilions placed cities, infrastructure, buildings, cooling, and water at the center of climate discussions. Inspired by the Brazilian tradition of mutirão, the neighbourhood reflected how local action, solidarity, and shared effort can drive systemic transformation.
