The consultation on the LGMA Working Groups Terms of Reference has now come to an end and the final (clean) Terms of Reference are now available. Responses to all comments can be found here. In the past, LGMA Working Groups have emerged on a self-organized basis to respond to year-round advocacy opportunities on thematic issues, develop joint positions ahead of COPs, and provide functional support to the constituency, particularly on communications and outreach. This year we are formalizing these Working Groups by developing the TOR and convening process.
Together with the newly established LGMA Steering Committee, the Working Groups will play an important role in advancing the constituency’s joint advocacy efforts.
We are now sharing the final Terms of Reference and a call for Expressions of Interest to lead or participate in five initial LGMA Working Groups. These groups are:
- Adaptation
- Climate Finance
- Communications
- Just Transition
- Loss & Damage
The Call for Expressions of Interest for Working Group (co-)leads and participants is open from 14 April until 28 April 2026.

The Steering Committee will review all expressions of interest after the deadline, and the Working Groups will be convened in the first half of May.
Additional Working Groups in 2026
Additionally, the LGMA Steering Committee will meet on 29 April, and decide on any additional priority topics for Working Groups to be convened based on our advocacy priorities. The topics under consideration include:
- Multilevel governance/action and urbanization
- Zero waste and food systems
- Action Agenda
- Multilateral agenda synergies & UN reforms
- Urban and territorial planning and management
A second announcement will go out after the Steering Committee meeting to call for (co-)leads and participants of additional Working Groups.
Roles and responsibilities of the LGMA Working Groups
Before submitting your expression of interest, please review the LGMA Working Group Terms of Reference carefully. They set out the framework for how the Working Groups will function and contribute to the work of the LGMA Constituency, including:
- the purpose and role of the Working Groups within the LGMA Constituency;
- the scope of participation and responsibilities of (co-)leads and members;
- the coordination and governance arrangements for the Working Groups
