This vision letter outlines a roadmap for multilevel climate action before, during, and beyond COP30 in Belém.

Aligned with the COP30 Presidency’s Mutirão vision, the group is advancing a shared agenda among subnational networks to ensure meaningful local participation at COP30.

Subnational governments can engage with their national governments, shift the trajectory of the climate emergency, and push for inclusive, multilevel climate action.

Upon the invitation by COP29 Azeri Presidency, at a Member States briefing in Geneva the Global Cities Hub urged full inclusion of subnationals in COP30 processes.
