The Cities & Regions Hub at COP30

With its roots in the legacy of the Multilevel Action & Urbanization Pavilion, the Cities & Regions Hub now serves as the central platform for cities, regions, and their partners during COP30. Co-convened by UN-Habitat and ICLEI, and hosted by the Ministry of Cities of Brazil, the Hub is the focal point for the LGMA Constituency in Belém. It elevates the role of subnational governments as key actors in the COP process and anchors their contributions to the global climate agenda.

The Multilevel Action & Urbanization Pavilion was co-convened by ICLEI – Local Governments for Sustainability, in its role as the focal point of the Local Governments and Municipal Authorities (LGMA) Constituency, and UN-Habitat (The United Nations Human Settlements Programme). The Pavilion was co-hosted by Azerbaijan State Committee on Urban Planning and Architecture (SCUPA); the ILBANK, development and investment bank of local authorities in Türkiye, with the support of the Ministry of Environment, Urbanization and Climate Change; Zero Waste Foundation; and Bloomberg Philanthropies.

Overview

COP30 will be a defining moment for global climate action, hosted in Belém in the Amazon region under the Brazilian Presidency’s call for a Mutirão – a collective effort to accelerate solutions. An estimated tens of thousands of participants, including heads of state, national and subnational leaders, business representatives, academics, civil society, youth, and Indigenous communities, will gather to shape the next phase of the Paris Agreement.

For cities and regions, the stakes could not be higher. With over 70% of urban areas already facing climate impacts and cities responsible for the majority of global emissions, this is the moment for local and regional governments to demonstrate how urban solutions can drive ambition in NDCs 3.0, deliver resilience, and advance sustainable development. The Hub will show how seizing the urban opportunity can also unlock progress across the Sustainable Development Goals, where around 65% of targets cannot be achieved without local and regional engagement.

The global stage for cities and regions at COP30

The Hub is designed as the home for multilevel climate action “in action” – a space where mayors, governors, ministers, negotiators, civil society, and experts come together to connect local realities with global negotiations. Its goal is to bridge the gap between what is happening inside negotiation rooms and what is happening in cities, towns, and regions around the world.

The program will highlight four interconnected themes:

  • Strengthening multilevel collaboration for ambitious climate action, including mechanisms such as CHAMP and Town Hall COPs.

  • Mobilizing finance to accelerate sustainable and resilient cities.

  • Leveraging biodiversity, with a special focus on the Amazon, to advance climate and nature-based solutions.

  • Advancing adaptation and resilience through urban action.

Through two weeks of programming, the Hub will feature high-level dialogues, technical sessions, interactive exhibits, and daily briefings connecting subnational actors to the negotiations. A dedicated networking zone will offer opportunities for collaboration, co-creation, and informal exchange.
