On 19 November, President Luiz Inácio Lula da Silva had a closed meeting with Indigenous people, youth, business and subnational leaders. Speaking on behalf of the LGMA Constituency, Mohamed Sefiani, Mayor of Chefchaouen, Morocco, communicated the LGMA’s proposals to President Lula, emphasizing the need for the formal recognition of multilevel governance and urbanization in COP30’s negotiated outcomes.

Other representatives who brought the message of the Constituency to the host country’s leader included Jader Barbalho Filho, Brazil’s Minister for Cities; and Brazilian local leaders, Silvio Barros, Mayor of Maringá; José Renato Ogawa Rodrigues, Mayor of Bacarena, and Luziane de Lima Solon Oliveira, Mayor of Benevides.

Later, the delegation presented the Joint Outcomes Statement of the COP30 Local Leaders Forum in Rio to President Lula (pictured).
