The COP29 Multilevel Action & Urbanization Pavilion is located inside the Blue Zone in Area E. The Pavilion number is I15​ and will be shown on signage throughout the venue.

The global stage for cities and regions at COP30

The Hub is designed as the home for multilevel climate action “in action” – a space where mayors, governors, ministers, negotiators, civil society, and experts come together to connect local realities with global negotiations. Its goal is to bridge the gap between what is happening inside negotiation rooms and what is happening in cities, towns, and regions around the world.

The program will highlight four interconnected themes:

  • Strengthening multilevel collaboration for ambitious climate action, including mechanisms such as CHAMP and Town Hall COPs.

  • Mobilizing finance to accelerate sustainable and resilient cities.

  • Leveraging biodiversity, with a special focus on the Amazon, to advance climate and nature-based solutions.

  • Advancing adaptation and resilience through urban action.

Through two weeks of programming, the Hub will feature high-level dialogues, technical sessions, interactive exhibits, and daily briefings connecting subnational actors to the negotiations. A dedicated networking zone will offer opportunities for collaboration, co-creation, and informal exchange.
