No more talk: It's time to #StepUp Multilevel Action in the Global Stocktake Outcomes

Recap of 8 December 2023

Despite COP28 momentum to include subnational leaders in the process, the current draft text of the Global Stocktake outcomes lacks recognition of multilevel action; LGMA calls on Parties to emphasize "Multilevel Action" for shaping the next NDCs and achieving Paris Agreement goals.

Youth-led events in Accra, Nairobi, and Kampala under #Stocktake4ClimateEmergency emphasize the leadership role of today's youth in addressing climate issues.

A global call backed by 1,500 organizations supports placing cultural heritage, arts, and creative sectors at the heart of climate action, with a coalition formed at the UNFCCC.

Twenty-five cities, including Bonn and Venice, are recognized as Resilience Hubs, showcasing initiatives for inclusive, safe, resilient, and sustainable urban landscapes.

The Urban Opportunity Fast Forward Initiative, led by Urban Development Ministers and Mayors, introduces a game-changing approach to financing Africa's urban development with a new regional architecture.

Negotiations update as of 9 Dec 17:00 GMT +4

Despite the immense momentum in recognizing the alignment and leadership of subnational actors in the first week of COP28 due to the leadership of the COP28 Presidency and CHAMP signatories, the Global Stocktake text has yet to include multilevel action as a path to achieving Paris Agreement goals. The LGMA calls on Parties to be loud and clear on “Multilevel Action” in the GST outcomes and build a bridge to more ambitious 2025 NDCs by engaging all levels of government.
