From the LGMA Focal Point

Welcome to the second edition of a new monthly bulletin from ICLEI as the focal organization for the Local Governments and Municipal Authorities (LGMA) Group. This year marks a key milestone for the Paris Agreement. While the IPCC has just released the final installment of its Sixth Assessment Report—pointing to actions that can close the rapidly closing window to limit the climate crisis—we recall the Summary for Urban Policymakers released last year at COP27 in Egypt. Serving in part as a guidebook of city-scale solutions, the SUP proves that once again, the urban community is a step ahead. We cannot lose this leadership momentum. 

At the Bonn Climate Conference in 2022, the LGMA succeeded in convincing the UNFCCC negotiators that the Global Stocktake should receive inputs from a local-level process. In light of this achievement and inspired by 2018’s Talanoa Dialogues, we are happy to share our #Stocktake4ClimateEmergency toolkit, released during last week’s launch webinar, hosted in collaboration with EarthDay.org. We welcome collaboration with all LGMA partners to bring these sessions to live in 100 countries around the world. Our vision is to turn city halls and regional parliaments—from Earth Month in April onward through COP28—into mini-COP venues for defining a true climate emergency response. We hope that you’ll join us.

LGMA Roadmap towards COP28

The LGMA’s busy advocacy calendar culminates in November/December with COP28 in Dubai, but is marked by key moments all year long, across three agendas: United Nations and UNFCCC events, events hosted globally or by nations, and those hosted by our own constituency organizations.
Loss and Damage: Scottish Government shares good practices and proposals ahead of the first meeting of the Transitional Committee
In Practical Action for Addressing Loss and Damage, the Scottish Government, in collaboration with International Institute for Environment and Development, presents analyses of finance and interventions needed to address loss and damage, alongside practical examples at the local, national and global levels. The report argues that measures to directly address loss and damage are in their infancy, coverage is negligible as compared the need, local-to-national mechanisms will be central to creating an enabling environment, and gender-responsive measures are still needed.
COP28 Presidency and Bloomberg announce partnership to bring local priorities to this year’s global climate agenda
COP28 UAE President-Designate Dr. Sultan Ahmed Al Jaber joined with Michael Bloomberg in his role as the UN Secretary-General’s Special Envoy on Climate Ambition and Solutions to announce a first-ever global delegation of mayors will attend the World Leaders Summit, catalyze subnational action for urban climate finance and more, support a COP28 Energy Transition agenda, and increase clean energy development through private-sector funding.

Adaptation-focused submission prepared for the global stocktake

The EU Committee of the Regions and Regions4 are updating last year's LGMA’s Global Stocktake submission, which will inform the Global Stocktake Dialogue scheduled for June in Bonn, this submission also could serve as a basis for our position on adaptation at COP28.

Third Zero Carbon Cities International Forum showcases multilevel action

The Forum brought global mayors and cities together in Tokyo, Japan, to share advanced decarbonization strategies. Co-sponsored by Japan and the U.S., it promoted national - local governments cooperation in preparation for the G7 Sapporo Climate, Energy and Environment Ministers' Meeting to be held in April.
Urban7 marks momentum releasing Mayors Declaration at U7 Mayors Summit

ICLEI and the Global Parliament of Mayors will lead the Urban7 Secretariat, which convened the 2023 U7 Mayors Summit on 2 March with Chair and Host, Japan Designated City Mayors' Association. The Mayors Summit served as the first stakeholder event during the Japanese G7 presidency, and U7 Mayors Declaration was released.
Bonn Climate Plan serves as roadmap on way to climate neutrality by 2035

Bonn, Germany, aims to become climate-neutral by 2035 while meeting the Paris-compliant CO2 budget. Mayor Katja Dörner and the commissioned expert group have presented a plan revealing a scenario that is ambitious and demanding, but feasible.
Daring Cities 2022 Report shows bold leaders tackling the climate emergency through finance

Reaching 1,743 participants in 133 countries and 706 cities, last year's Daring Cities highlighted finance as the key to climate emergency response.
