Insights from COP27 Negotiations - Update #3

Can you find the LGMA?

The Global Stocktake looks at the Paris Agreement progress every 5 years. The LGMA will contribute to the technical dialogue throughout the week at COP27 and prepare for local and regional stocktakes in 2023. Nations need to incorporate local-level climate action into their NDCs.

The UN Secretary General's High Level Expert Group (HLEG) released recommendations on integrity for net zero commitments of business, financial institutions, cities and regions.

The COP27 Presidency launched the Sharm-El-Sheikh Adaptation Agenda, which will rally global action around 30 adaptation outcomes that are needed to address the adaptation gap and achieve a resilient world by 2030.

What Cities and Regions Said on Finance Day

FMDV and ICLEI hosted the first Marrakech Partnership Implementation Lab on Subnational Climate Finance during the Finance Day at COP27. The discussions highlighted the Abidjan Declaration "Unleashing the power of urban development and transition financing" and the outcomes will feed into the COP27 Ministerial meeting on Urbanization and Climate on 17 November.
The finance-focused Urban Africa in Action session highlighted how, even though specific financing options for cities are beginning to become available, challenges remain in taking suitable project concepts to financial close, and ultimately breaking ground. The lack of project applications further deadlocks the piloting and implementation of suitable financial models - delaying suitable solutions to be found.

COP27 offers a significant opportunity for South Asian countries to push forward a financial commitment from developed countries for loss and damage on account of their historical emissions, scale up support for adaptation, and move forward for global stocktake to speed up climate action for Paris agreement.

Launch of the ICLEI's Vision on Youth Engagement in Global Climate Action

ICLEI recognizes the fundamental role of the youth in supporting local action, not only in pushing for a higher ambition but also in having a say in the design and implementation of policies. For this event, the City of São Paulo gathers climate experts and activists to discuss the challenges local and national governments face in fighting climate change while combating social inequalities and exploring the importance of ambitious and impactful climate action. Attendees will also hear what Brazilian cities are doing to prevent increasing vulnerabilities to climate change while assuring no one is left behind.
