Oslo is challenging the idea of what a city center looks like, explains Mayor Raymond Johansen, but is not doing to alone. Oslo has looked to its peer cities for ideas and support, as well as to city networks and programs like ICLEI and C40. The local government is also working with local communities and businesses. Major change is not always easy or popular, but it goes smoother when there are opportunities for open dialogue. By working collaboratively Oslo is better able to ensure the green option is the most desirable option for all stakeholders.
